Call for proposals - Structural support for European public policy research organisations (think tanks) and for civil society organisations at European level - ‘Europe for citizens’ programme (2014-2020)

The aim of the present call is to select organisations with European outreach which, through their permanent, usual and regular activities, make a tangible contribution to the objectives of the ‘Europe for citizens’ programme.

The general objectives of the programme are:

• To contribute to citizens’ understanding of the Union, its history and diversity,

• To foster European citizenship and to improve conditions for civic and democratic participation at Union level.

 For 2014, the following thematic priorities have been adopted:

• Strand 1: European remembrance.

• Strand 2: Democratic engagement and civic participation. Categories of organisations

To be eligible for a framework partnership, the organisations must belong to one of the following categories: A. Civil society organisations for European remembrance (strand 1)

B. Civil society organisations working at European level (strand 2)

C. European public policy research organisations (think tanks) (strand 1 and 2)

D. Platforms of pan-European organisations (strand 2)

Budget: 6.76 M€

Applications from non-profit legal entities established in one of the following countries are eligible:

(a) EU Member States

(b) applications from other countries (namely the EFTA countries, the acceding countries, candidate countries and potential candidate countries) are eligible, provided that these countries have signed a memorandum of understanding with the European Commission during 2014

Promoting sexual and reproductive health and rights — universal access to reproductive health

Deadline for submission of Concept note: 10 December 2013 

The overall objective of this call for proposals is to contribute to poverty reduction and to improving the wellbeing of populations in developing countries through better reproductive health and informed family planning choices. 

 Priority will be given to measures that 

 1. clearly identify and target the most vulnerable people with the least access to reproductive health; 

 2. collaborate closely with the public sector in the country where the action takes place, including them as a partner,and support the implementation of public policy and capacity building designed to give better access to Sexual Reproductive Health (SRH).

Contribution : € 2 000 000 - € 6 000 000 

funding: 80% of the total eligible costs of the action 

In order to be eligible for a grant, the applicant must: 

• be legal persons and 
• be non-profit-making ands
• be a non-governmental organisation or a local authority and have at least five years’ experience of working in the field relevant to this call for proposals and 
• be established in a Member State of the European Union or in a developing country where the action is taking place

In addition to the categories listed above, applicants from the following countries are also eligible: Iceland, Lichtenstein and Norway;  Turkey, the Former Yugoslav Republic of Macedonia, Montenegro, Serbia. 

Furthermore, for actions proposed and taking place exclusively in the least developed countries, applicants from Australia, Canada, Japan, New Zealand, Switzerland and United States may also apply. The specific objective is to contribute to improved universal access to reproductive health, in developing countries which have the worst indicators.

Human rights actions

European Instrument for Democracy and Human Rights (EIDHR): Supporting Human Rights and their defenders where they are most at risk

DEADLINE: 1 AUGUST 2013

The European Instrument for Democracy and Human Rights (EIDHR) was created to give financial support for activities aiming to strengthen democracy and human rights around the world during the 2007-2013 financial perspectives.

The specific objective of this Call for Proposals is to support and protect human rights and their defenders by reinforcing their capacities to do their work in the short and long-term, as well as providing tangible support and means of action to local civil society in the promotion of human rights and fundamental freedoms in some of the world's most difficult, dangerous, repressive and unpredictable political situations and/or where they are the most vulnerable and threatened.

 

Two lots:

• Actions taking place in one single country.
• Multi-countries actions having similar issues to be addressed or where human rights defenders face similar types of threats or obstacles to their work. Both lots do not include any list of focus countries. It is up to the applicant to identify the target area and prove the gravity of the violations with reference to direct and proven knowledge of the issues to be addressed, independent monitoring reports and/or specific indicators. This is essential to establish the relevance of the action: the more serious the situation, the higher the priority.

Regardless of the geographic restrictions, actions under both lots must at least address one of the following priorities:

• To contribute to improving the situation relating to the following human rights and fundamental freedoms
• To provide support and protection to human rights defenders in those countries and regions where they are the most persecuted and subject to repression.

Indicative allocation of funds by lot: Lot 1: €9 million Lot 2: € 6 million

Enhance EU-Turkey relations

Strengthening Civil Society Dialogue between the EU and Turkey-

III Grant Programmes

 Since the official recognition of Turkey as a candidate country in 1999 national and European institutions have intensified the number of bilateral activities with Turkey which fall under the scope of the civil society dialogue. The main goal of these grant programmes is to give opportunity to potential beneficiaries to get familiar with the policies of the European Union concerning political issues both in terms of legislation and implementation and to be prepared for the accession through strengthening the contacts and mutual exchange of experience between all civil society actors on political issues in the Member States and Turkey.

The program, which is divided into a “Political Criteria Grant Program” and a “Media Grant Program,” will finance Turkey and EU media institutions’ and NGOs’ common projects in the two domains.

The priority areas of “Political Criteria Grant Program” are:

• Human rights;

• Anti-discrimination;

• Democracy and Rule of Law.

“Media Grant Program” aims to strengthen the capacities of the actors of the media sector and to establish a sustainable dialogue between the actors in Turkey and the EU countries. The specific objectives are:

• Enhanced networking, joint actions and peer-learning between Turkish-EU media and media-related CSOs,

• Shared good practices and promotion of innovative initiatives and media productions between Turkish-EU media and media-related CSOs on EU matters.

 

The overall amount made available is EURO 9.000.000.

Associations, foundations, media organizations and similar institutions or actors working in these domains in a member state of the EU or Turkey can apply to the grant program.
