European Centre for Press and Media Freedom

The present call invites proposals that address violations of media freedom and pluralism not only with a theoretical approach but also by providing practical support to journalists.

The proposals should cover in particular the following functions:
  • monitor and document violations of media freedom and pluralism, [with a particular focus on impeding or restricting journalistic activities]
  • prepare reports of such violations taking account of the need ensure anonymity where appropriate
  • raise awareness for violations of media freedom and pluralism, including through organisation of public events and dissemination of information inter alia through a website
  • provide a point of contact for journalists [and other professionals from the media sector] who experience or experienced violations of media freedom and pluralism
  • explore ways to provide support to journalists facing challenges from such violations and organise support as appropriate
  • prepare written documentation of successful approaches towards organising and providing such support
  • organise related training
The activities should be anchored in structures that are independent from the Commission and Member States and accessible to journalists and other professionals from the media sector across all types of media. In case where such structures already exist, activities carried out in the framework of those structures which do not fall under the functions described above should not call into doubt the independence of those structures.

The total budget earmarked for the co-financing of projects is estimated at EUR 1.000.000

Enhance EU-Turkey relations

Strengthening Civil Society Dialogue between the EU and Turkey-

III Grant Programmes

 Since the official recognition of Turkey as a candidate country in 1999 national and European institutions have intensified the number of bilateral activities with Turkey which fall under the scope of the civil society dialogue. The main goal of these grant programmes is to give opportunity to potential beneficiaries to get familiar with the policies of the European Union concerning political issues both in terms of legislation and implementation and to be prepared for the accession through strengthening the contacts and mutual exchange of experience between all civil society actors on political issues in the Member States and Turkey.
The program, which is divided into a “Political Criteria Grant Program” and a “Media Grant Program,” will finance Turkey and EU media institutions’ and NGOs’ common projects in the two domains.
The priority areas of “Political Criteria Grant Program” are:
• Human rights;
• Anti-discrimination;
• Democracy and Rule of Law.
Media Grant Program” aims to strengthen the capacities of the actors of the media sector and to establish a sustainable dialogue between the actors in Turkey and the EU countries. The specific objectives are:
• Enhanced networking, joint actions and peer-learning between Turkish-EU media and media-related CSOs,
• Shared good practices and promotion of innovative initiatives and media productions between Turkish-EU media and media-related CSOs on EU matters.
 
The overall amount made available is EURO 9.000.000.
Associations, foundations, media organizations and similar institutions or actors working in these domains in a member state of the EU or Turkey can apply to the grant program.

Eu funding: digital cinema

Eu grant fund: VIDEO ON DEMAND AND DIGITAL CINEMA DISTRIBUTION

MAIN AREAS OF INTERVENTION:
Two types of services targeting two different types of audience are foreseen:one aimed at the general audience through "video on demand" services (Business to Consumers), enabling individuals to select audiovisual works from a central server for viewing on a remote screen by streaming and/or downloading.
  1. one aimed at the general audience through "video on demand" services (Business to Consumers), enabling individuals to select audiovisual works from a central server for viewing on a remote screen by streaming and/or downloading.
  2. one aimed at cinema exhibitors offering "digital cinema distribution" to their audience (Business to  Business). Digital delivery of "Core Content", i.e. feature films, TV films or series, shorts (fiction, animation and creative documentary) to cinemas for theatrical exploitation (via hard disc, satellite, online…).
Purpose:
The main objective of this scheme is to support the creation and exploitation of catalogues of European works to be distributed digitally across borders to a wider audience and/or to cinema exhibitors through advanced distribution services, integrating where necessary digital security systems in order to protect online content

BENEFICIARIES:
European organisations registered in an eligible country who have as their main activity audiovisual production, distribution, exhibition and aggregation.
Broadcasters and telecommunication companies are not eligible.
Applications from legal entities registered in one of the following countries are eligible:
• the Member States of the European Union
• Iceland, Liechtenstein and Norway
• Switzerland
• Croatia

BENEFICIARIES:

Applicants must be registered in one of the following countries:
• the 27 countries of the European Union
• Iceland, Liechtenstein and Norway, Switzerland and Croatia



This call is addressed to candidates in one of the categories of establishment below
• universities,
• specialist vocational training establishments,
• private companies in the audiovisual sector,
• organisations/professional associations specialising in the audiovisual sector
• film and television schools

MAIN AREAS OF INTERVENTION:
Actions aiming at developing the capacity of audiovisual professionals to understand and integrate a European dimension to their work by improving expertise in the following fields:
• training in economic, financial and commercial management,
• training in new audiovisual technologies,

• training in script project development.

SME Initiative on Digital Content and Languages

DEADLINE: First stage (short proposals) 28 April 2011

TARGET OUTCOMES
a) Bootstrapping a data economy:
  • To maximise reuse of digital content resources by making them easy to find, evaluate and integrate.
  • To foster reuse of digital content resources by providing guarantees and fair incentives for their creators and maintainers.
  • To develop robust and highly usable new services demanded by citizens and businesses (especially SMEs) and create value by correlating independently produced datasets or extracting valuable information not foreseen by the original data producer.

b) Community building and best practices: Produce rigorous studies on the actual or projected economic impact of digital resources pooling as a function of well defined parameters such as the size of resources, user populations, socio-economic sectors, and software stacks adopted.

c) Sharing language resources:
  • To make more effective the acquisition of language resources exploiting automated and/or collaborative means
  • To contribute to an open exchange place based upon the concerted pooling of resources having a significant potential for reuse
  • To show the concrete impact of using, combining or repurposing the above resources in a given use context, in terms of improved functionality, maintainability, scalability and portability of new systems and technologies.

d) Building consensus and common services: Actions under this heading must help establish mechanisms, forums and support services to (i) coordinate efforts, reach consensus, mobilise the community at large, and (ii) set up and manage the planned electronic trading facilities.

SUPPORT FOR THE DEVELOPMENT OF ON- AND OFF-LINE INTERACTIVE WORKS

DEADLINE: APRIL 11Th, 2011.
One of the objectives of the programme is to promote, by providing financial support, the development of production projects intended for European and international markets presented by independent European production companies.


METHOD OF FINANCING: reimbursement of 50% of eligible costs
The minimum grant is 10,000€. The maximum grant is 150,000€.
BENEFICIARIES:
This notice is aimed at European companies whose activities contribute to the attainment of the above objectives, and in particular to independent production companies.
Applicants must be established in one of the following countries:
— the 27 countries of the European Union,
— the EEA countries, Switzerland and Croatia.

ACTIVITIES:
The activities for the following interactive works are eligible:
The concept development (up to a first playable application) of digital interactive content complementing an audiovisual project (drama, creative documentary or animation) specifically developed for at least one of the following platforms:
  •  Internet,
  • PC,
  • console,
  • handheld device,
  • interactive television.
This digital content must present:
  • substantial interactivity with a narrative component,
  • originality, creativity and innovation against existing works,
  • European commercial potential.

Only the following types of audiovisual project intended for commercial exploitation can be complemented by the submitted interactive work:
  • a drama of at least 50 minutes (the total length of the series in the case of a series),
  • a creative documentary of at least 25 minutes (length per episode in the case of a series),
  • an animation of at least 24 minutes (the total length of the series in the case of a series)
